Dr. Saad Niaz

Chairperson, Minister of Health

Dr. Saad Niaz is a dedicated and accomplished healthcare professional who has assumed the role of Caretaker Health Minister in the province of Sindh. With a background steeped in medical expertise and a passion for public service, Dr. Niaz brings a wealth of experience and knowledge to the healthcare sector in Sindh. Dr. Saad is a 1986 graduate of Dow University of Health Sciences, pursued his post-graduation in the UK, achieving MRCP (Member of the Royal College of Physicians) and CCST (Certificate of Completion of Specialist Training) in Medicine and Gastroenterology in the West Midlands. With 12 years of UK medical experience, he returned to Pakistan in 2001, earning the prestigious Fellowship of the Royal College of Physicians (London) in 2008

Dr. Saad Niaz has performed over 25,000 advanced endoscopic procedures. His ERCP expertise is nationally and internationally recognized, and he is a pioneer in various specialized procedures, such as Oesophageal Metallic Stent Placement, Single Balloon Enteroscopy, and Capsule Endoscopy. His extensive research contributions have been published both nationally and internationally. Dr. Niaz's exemplary service to the field of medicine has earned him the prestigious Tamgha-e-Imtiaz award

His commitment to improving the well-being of the people and his tireless efforts in addressing the healthcare challenges of the region have made him a respected and influential figure in the field of health administration.


Dr. Mansoor Abbas Rizvi

Secretary Health, Member.

Dr. Syed Mansoor Abbas Rizvi, currently serving as Secretary to Govt. of Sindh, Health Department, is a distinguished professional with over 25 years of experience in various sectors of the economy. Notably, he holds a medical degree from Sindh Medical College, showcasing his diverse background. His career highlights include service as Assistant Commissioner/SDM in various Sindh districts, Director General Protocol for Sindh, and a significant role as a founding team member of the Reform Support Unit (RSU) in the education department, established with the support of the World Bank and EU Commission.

Furthermore, he has held key positions in the Health Department, Higher Education Commission, Exercise & Taxation Department, Works & Services Department, Law Department, and Universities and Boards Department within the Government of Sindh. Dr. Rizvi's remarkable career and significant contributions in various sectors make him an invaluable asset in his current role, where he oversees the Sindh Special Economic Zone Authority and leads initiatives to improve the business environment and service delivery in Karachi, demonstrating his commitment to enhancing economic development and regulatory policies in the region.

Mr. Kausar Fecto

Mr. Kausar Fecto, a fellow member of the Institute of Chartered Accountants of Pakistan, holds a distinguished educational background. With a CA qualification, he has over 20 years of professional experience in audit, taxation, and consulting services. As the CEO of Kausar Fecto & Company, Mr. Fecto leverages his academic prowess and entrepreneurial spirit to excel in the business world. His achievements and leadership in the finance and business sectors underscore his significant contributions and influence in these fields."

Prof. Moin Azhar Siddiqui

Principal Islamia Law College/Advocate Supreme Court, Member

Prof. Moin Azhar Siddiqui is a highly experienced advocate, lecturer, and principal in the field of law. He was born on October 12th, 1961, and completed his Bachelor of Arts in 1984, Bachelor of Law in 1991, and Masters in International Relations in 1992. Prof. Siddiqui enrolled as an advocate in lower courts in 1992 and later became an advocate in high courts in 1994 and the Supreme Court of Pakistan in 2006.


He worked as a lecturer at the Government Islamia Law College in Karachi from 1997 to 2006 and became a professor there in 2006. Prof. Siddiqui is currently serving as the principal of the Government Islamia Law College in Karachi since 2009. He has also worked as a legal advisor for various organizations, including the Motion Pictures Association of United States, Anti Piracy Operations, and the University of Karachi.


Prof. Siddiqui is a member of various bar associations, including the Sindh Bar Council, Pakistan Bar Council, and Supreme Court Bar Association. He is also a renowned scout leader and has attended various national and international scouting events.

Prof. Dr. Jalal Uddin Akber

Chairman and Head of the Pediatrics Department(Baqai Medical University)


Prof. Dr. Jalal Uddin Akber is the Chairman and Head of the Pediatrics Department at Children’s Hospital - Baqai Medical University, Karachi, and the Dean of the Faculty of Nursing since 2011 and currently been promoted to Dean of the Faculty of Medicine from Feb, 2023. He has extensive experience in clinical teaching of post-graduate students and has examined various medical programs like F.C.P.S, M.C.P.S, D.C.H, and M.B.B.S, among others. His responsibilities at the Children’s Hospital include full-time faculty teaching positions for third, fourth, and final-year M.B.B.S students, curriculum designing, management, and control of clinical and administrative activities of the department. Prof. Dr. Jalal Uddin Akber is a renowned expert in Neonatology and has vast experience in various medical procedures, including neonatal resuscitation, care of pre-term low birth weight babies, management of neonatal sepsis, and malignancy unit dealing with various types of malignancies.


Prof. Dr. Jalal Uddin Akber has been part of various national and international pediatric conferences and has participated in several training programs. He has been a Master Trainer for the Lactation Management Program, the Neonatal Resuscitation Program, and the Child Survival Program in Pakistan. He has also completed several training programs like Research Proposal Development, Bio-statistics for Medical Profession, Educational Planning and Evaluation, and Quality Assurance in Medical Education, among others. Furthermore, he has been an inspector for the Pakistan Medical and Dental Council, inspecting various medical colleges for affiliation.

Prof. Syed Jamal Raza

Executive Director SICHN/Member/Secretary

Prof. Syed Jamal Raza is the Executive Director of Sindh Institute of Child Health & Neonatology, Pakistan. He completed his MBBS from Dow Medical College Karachi, Pakistan in 1985, and later obtained a Diploma in Child Health (D.C.H) and a Membership of College of Physicians & Surgeons Pakistan (M.C.P.S). He also holds a Fellowship of College of Physicians & Surgeons Pakistan (F.C.P.S) and a Membership of Royal College of Physicians, London (M.R.C.P) in Pediatric Endocrinology. Prof. Raza also received sub-specialty training in Pediatric Endocrinology from London Center for Pediatric Endocrinology, Great Ormond Street Hospital London, U.K in 1996. He has held numerous positions in the medical field, including Executive Director and Professor of Pediatric Medicine & Head of Pediatric Endocrine Unit at National Institute of Child Health, Karachi. Prof. Raza has also participated in several workshops and conferences related to medical research, education, and statistics. Additionally, he has presented his research at international conferences such as the European Society for Pediatric Endocrinology (ESPE) and the Endocrine Society Meeting in the USA. He was also an invited speaker at the Update on Endocrinology conference at the Vivekananda Institute of Medical Sciences in Kolkata, India. He has also been involved in many International Collaborative Research.

Prof. Dr. Ali Akbar Siyal

President of PPA, Sindh, Member

Prof. Dr. Ali Akbar Siyal is a highly experienced and accomplished Pakistani medical professional. He holds a range of qualifications, including an M.B.B.S from Dow University of Medical & Health Science Karachi and F.C.P.S and M.C.P.S from CPSP Karachi. He has served in several esteemed organizations, including People's University of Medical & Health Science and National Institute of Child Health Karachi, as an Assistant Professor, Associate Professor, Registrar, and Professor. He has extensive experience teaching both undergraduates and postgraduates, and has supervised several postgraduate students for their degrees in D.C.H, M.C.P.S, M.D, and F.C.P.S.

Dr. Siyal has been serving as the Chairman in the Department of Pediatrics at People's University of Medical & Health Science since 2013 and as Director of Postgraduate in the Department of PGMEC at the same institute since 2018, current President of PPA, Sindh, Dean Faculty of Medicine & Allied Sciences, faculty member of CPSP, and member of Syndicate. He has played an active role in developing the curriculum for both undergraduate and postgraduate students, monitoring research activities, formulating rules for admissions, and serving as a member of various boards of studies and committees. Dr. Siyal has also been a lifetime member of the Pakistan Paediatric Association (PPA), and has held positions such as Central Executive Committee Member of PPA and Past Executive Member of PPA Sindh. He is a dedicated medical professional with a passion for teaching, learning, and serving the community.

Dr. Khemchand N. Moorani

General Secretary NICH Trust, Member

Dr. Khemchand N. Moorani is a highly accomplished pediatric nephrologist with extensive training and experience. Graduating in 1988 with a distinction, he received a bachelor's degree from Liaquat University of Medical and Health Sciences. Over the years, he has played vital roles in the field, including heading the Pediatric Nephrology & Dialysis unit at NICH. Dr. Moorani is known for his expertise in nephrotic syndrome, urinary stone disease, acute kidney injury, and chronic kidney disease. He is a proficient interventional nephrologist, with significant contributions in research and a membership in professional societies
